Sir,

I have the honour to forward herewith three copies of the Draft

Code of Civil Procedure which I have prepared

for the Government of Hongkong. I have been

continuously engaged on this work from the

26th July to the 9th

December,

1899.

The remaining copies are ready to be dispatched immediately, and I shall be glad if the Crown Agent

may be instructed to dispatch

them to Hongkong without delay.

I propose that
